Series Part One:

Barriers to Producing Affordable Housing

 

Across the Atlanta region, the gap between housing supply and housing need continues to widen. Housing production at scale is constrained by a set of interconnected barriers that shape what gets built, where, and at what cost. The March 5 Atlanta Regional Housing Forum convening will serve as the first in a multi-part series examining those barriers and the implications they hold for expanding affordable housing opportunities across the region.

The forum will open with a short, context-setting presentation that frames the current housing landscape and establishes a common framework for the series ahead. This series will explore several of the most persistent constraints on housing production, including financing gaps that require capital at scale; zoning and land-use restrictions that limit density and constrain new supply; regulatory and permitting costs that increase per-unit prices; and community opposition that can delay or derail projects, even in areas well suited for growth.

Building on this foundation, a panel of developers will discuss how these barriers play out in practice. Panelists will bring perspectives from nonprofit and for-profit development, as well as local government, highlighting the day-to-day challenges of assembling financing, navigating zoning and regulatory processes, engaging communities, and delivering projects that remain affordable over time. Grounding the discussion in real-world conditions, we aim surface where policy, process, or cultural shifts could meaningfully increase housing production.

With federal and state policymakers increasingly focused on the role of institutional investors in the housing market—and proposing a range of legislative responses— the forum will also touch on how investor activity in the single-family market fits into the broader housing ecosystem, particularly as it relates to homeownership opportunities and overall housing supply.
